Paraphrase of Telegram from Sir J. Jordan, Peking,
No.221, dated December 27th, 1907.
Suppression of Piracy at Canton.
It seems useless to insist further on control
of patrol boats by Imperial Maritime Customs in view
of their strong reluctance to share in preventive
measures. British Consul General at Canton and the
Admiral concur in the above view and I have there-
fore informed them that in my opinion our increased
patrol can be withdrawn if Chinese preventive ser-
vice is satisfactorily organized and the *Sainam"
claim is paid in full.
The Wai-wu-pu have given me to understand that
they will communicate to me before long the particu-
lars of the purely Chinese preventive scheme under
control of officers trained by Admiral Lang.

to withdraw Hong Kong Arms Ordinance might be made
